My rental has no heat, uttilities are included in rent?

land lord has not turned boiler on and has my thermostat disconected, I have two two year old children i live in northern WI, it is october my house was 58 degrees today when i woke up. also had no electrisity in bathroom this morning and was told I had to wait till she had time to check fuses (fuse box is in her resturant where she was when I reported problem to her) took over a half hour for her to do it
