On Yahoo Chat there are disscutions about in all the rooms. Why the moderators allow this to happen?

There are rooms designed specially for subjects like but I can't see any moderators to restrict discutions about this subject in other rooms. This why a lot of people doesn't use this service. I remember that once upon a time there where a lot of nice people there but not anymore. And I don't understant why the staff of Yahoo let this happen.
