Will the North Amerian Union create a racial civial war between the Mexicans and Whites?

Will the merging both the populations of the US and Mexico (100 Million plus all the ones here) into one unrestricted territory create a racial conflict between the Mexicans and Whites for resources and power, or do the planners of this, believe the SPP (Security Prosperity Partnership/Secret (beyond the) Pale Police) believe they can quash any of that from occurring?
