I am manually cleaning up my temp files in windows XP, but they are reappearing!! Help!?

I am manually deleting the temp files in windows XP. I went through the start menu, clicked on run and entered %temp%. I am holding down control and highlighting several at once, then deleting. They are reallearing a few seconds later labeled (copy 2) or higher. They will come back as many as 7 times. Maybe more, I quit at that point. I tried emptying the recycle bin, but that didn't do any good. Any suggestions?
