I might try to adopt her?

My friends little 8 year old sister is being abused and neglected by her parents, she's come to see me as a father figure (she told me this herself). I have my own place, and I told her that if she ever needs a place to stay shes always welcome, I also told her if she wants she can move in, and I even said to her if she's comfortable with the idea, I could adopt her. Her response " uhmm I think that's a little to much I mean Cindy (her oldest sister) is back with Mike and my parents aren't going to let me go anywhere except to a school and when Cindy turns 18 she going with Mike and even if I DO go to a normal school I'll never be normal". I know shes saying no to the idea of moving in, but is she saying no to the idea of me adopting her?
