What is the best time to go to Australia?

i want to go to australia, but i've heard about the "shark seasons" and the "alligator seasons", i want to go a season where it's sunny, but not too sunny. a little rain, because i am interested in water sports. can someone just tell me a bit about australia and the things to do? and the best season to go?
